Moving the Conversion % variable from the Tax Consequences UI to the Roth Conversion UI would make it clearer to the User on how Roth Conversions are taxed. Plus, provides flexibility for the User to indicate that this conversion would be modeled as having tax withholdings of X%, while this other conversion would not have any withholdings (0%).

Further granularity would be to allow the user to indicate the Conversion Withholding % as part of each conversion year inputs.

Withholding taxes as part of the conversion is mainly due to not having the cash flow to cover the taxes, so that should be a year-by-year determination (and thus withholding % part of each conversion year inputs).
