My very basic take on this is, it ends up being on average 0.5-0.7% wealth tax on your ISK. The policy is aimed raise the govt rate when assets fall (due to higher bond yields). A countercyclical smoothing approach.
Today you may be able to model this in the average case as flat fee on the investment account (0.7%), and disable Captial Gains in tax settings. But more research is needed.
