More context in "task declined" emails

I suggested a feature recently that was declined. I received an email about this, but this email doesn’t mention at all which suggestion was declined, and there was no link. It’d be nice to have some context there.

    The title should be included in the email, although it is possible to override the template so it could have been removed by the admin declining the task for some reason.

    We can’t link to a declined suggestion, as it doesn’t exist any longer, but we can at least link to the map it was in.
