schedule announcements of vote based on participation in the vote and when the vote is ending
design so we can make changes and tweak numbers for updates.
original request: maybe an email or other notification if a person has commented on a vote and there have been new comments. I often leave my POV after a vote, but forget entirely as other voices bring valuable nuance. (-dd)
