A change to the trading page to enable the table to be automaticaly updated when an offer is created or deleted and when a trade is executed.

Per information from @Aaronpk in Slack: The page is checking for new offers every 3 seconds to decide if the red banner should be displayed to indicate that the page should be refreshed before making an offer/trade.

It was easier to check for changes vs ship the data or full HTML table in the payload. with some more thought it should be possible to update the table.
