Not sure how we’d implement this, but maybe a search term (a pseudo-tag?) that matches “no tags”, so it can be chained with other terms.

Yeah odd one, either a pseudo tag or just something hidden in the manage menu, as its probably not going to be an common use case - just for maintenance.
