Improve Cash-flow priority creation for spouse accounts, reduce errors
Cash-flow priority creation screen should allow the spouse to be set as the account owner, for any new account cash-flow priority.
When creating a new cash-flow for a new account, the assumption is that the account is owned by the primary user. This leads to errors when creating priorities for a spouse account, as it requires the user to remember to update the owner as a separate step.
