savings accounts: option for foreign currency + exchange rate

I have a bank account in another country. When creating a savings account, I’d love to be able to specify what currency that account is in, and then either let me specify an exchange rate, or better, have the system either use one of the public APIs out there to grab the current exchange rate (minus some exchange fee).

    Currency exchange is proving a huge variable to my planning now (e.g., USD down ~10% against Euro YTD). So, accounting for currency in some manner, perhaps simply like inflation is addressed as a long-term % assumption, would be helpful.
