Make 529 accounts optionally tax-deductible

Just like contributing to IRAs, sometimes contributing to 529 accounts can be tax-deductible in the year the contributions are made. Since this isn’t always the case, adding a “Tax-deductible” checkbox to the 529 account dialog would be the best way to implement, similar to what is currently on the educational expense dialog.

    It would be nice if this could be improved to allow specifying if they are tax deductible at the state or federal level, or both. Often times 529 plans are deductible only at the state level.
