Allow Milestones based on other age-based milestones to use negative year offsets

When creating a milestone based on another milestone, even if the dependent milestone is a simple Age milestone, negative year offsets are not allowed.

    I am planning to take a 3-year sabbatical from work and have set up two milestones to facilitate this: “Sabbatical Start” and “Sabbatical End”. The “Sabbatical End” is intended to be exactly 3 years after the start date. Currently, I am required to manually adjust both milestones to maintain this 3-year period.
