As of 10/27/2023, if you want to create a cash-flow priority for an account that has a current balance saved towards the target balance, it is suggested to split the current balance off into its own account, and create a cash-flow priority on that new account. This does not scale well.

Instead, we can add a Current Balance option to Cash Flow Priorities when the “Build up to target balance” strategy is selected.
